L'autorità del vescovo diocesano in materia liturgica
L’azione evangelizzatrice della Chiesa si realizza attraverso l’annuncio della Parola e la celebrazione dei sacramenti (cf. Mt 28,19). La Chiesa riserva all’autorità ecclesiastica la competenza di regolamentare e disciplinare la materia liturgica; tale riserva è stata stabilita dal can. 838 del Codice di diritto canonico. Il vescovo diocesano può e deve emanare leggi anche in materia liturgica per garantire il retto esercizio del culto. Nell’esercitare la sua autorità egli si avvale della collaborazione competente della Commissione liturgica diocesana. Oltre a emanare norme in materia liturgica, il vescovo diocesano è chiamato a vigilare sull’osservanza delle stesse. In questa nota l’A. si sofferma a considerare, in maniera necessariamente sintetica, l’autorità del vescovo diocesano in materia liturgica riferendosi principalmente al Codice di diritto canonico e al Direttorio per il ministero pastorale dei Vescovi.
The evangelizing action of the Church is achieved through announcement of the Word and celebration of sacraments (cf. Mt 28,19). The Church has reserved to the hierarchical authority the competence of giving rules and norms in the liturgical sphere; this reservation has been established by the can. 838 of Code of Canon Law. The diocesan bishop can and has to issue laws on liturgical matter too, in order to assure the right exercise of the cult. Exercising his authority, he makes use of the diocesan liturgical committee. In addition to the issue of liturgical norms, the diocesan bishop is called to watch over the observance of themselves. In this note the A. takes in a synthetic consideration the authority of the diocesan bishop upon liturgical matter with particular reference to the Code of Canon Law and to Directory for the pastoral ministry of the bishops.
